Teaching and research interest

Tracy Breslin has dedicated her career to ensuring that all students - regardless of background - have access to a high-quality education that prepares them to succeed in school and life. Tracy has served as an independent talent management consultant since February 2011. She spent the last two years working with Newark Public Schools (NPS) and advising Superintendent Cami Anderson on talent management policy and strategy. As the Interim Chief Talent Officer, Tracy designed and led the district's human capital reform agenda to ensure that there is an effective teacher in every classroom and leader in every school. She facilitated district-union negotiations leading to a breakthrough teacher contract including the nation's first comprehensive performance-based compensation system, peer observers in evaluations, and school empowerment and flexibility. Tracy also led teams to redesign educator evaluation, develop and implement new teacher and principal selection processes, create a new Talent Division, and institute a school-based strategic staffing system to promote mutual matches based on principal autonomy and educator choice. Before becoming an independent consultant, Tracy worked at the New York City Department of Education (NYC DOE) where she served as the Executive Director of the Office of School Leadership and led talent management initiatives for nearly 1,600 principals and 3,500 assistant principals. In this role, Tracy led a team that developed the district-wide school leadership strategy and implemented reforms to recruit, select, train, evaluate, and retain the strongest school leaders. Tracy started at the NYC DOE when she was selected to participate in the Broad Residency, a two-year leadership program for senior managers in school systems. As a Broad Resident, Tracy served as the NYC DOE's Director of School Leadership and coordinated programs to train and support aspiring and current school leaders. She led the development of the NYC DOE School Leadership Competencies that provided the foundation for NYC's system-wide talent management practices. Prior to joining the NYC DOE, Tracy worked at New Leaders for New Schools, a national non-profit organization focused on attracting and preparing outstanding school leaders. As National Director of Recruitment and Admissions, she led organization-wide initiatives to identify and select program participants and future urban school principals. Beforehand, as National Director of Strategy and Development, Tracy led organizational strategy, fund development, and talent identification to support the organization's expansion. Tracy launched her career in public education by evaluating New York State school district Universal Prekindergarten Program proposals and helping to develop one district's program for four-year-olds. She later designed and implemented literacy initiatives in after-school programs as an AmeriCorps*VISTA member and then coordinated and facilitated professional development initiatives for educators in Boston. Tracy has an MBA from Harvard Business School and a BS in Human Development and Family Studies from Cornell University.
