Teaching and research interest

An expert in municipal finance and urban affairs, Professor Horton teaches courses in modern political economy and nonprofit management. His research studies the management of public and nonprofit organizations, with a particular interest in the trade-off between consumer service and bureaucratic aggrandizement. He has published 14 books, including Power Failure: New York City Politics and Policy Since 1960.
